I need to remove the a/c control panel from the dash in order to replace it with another as it is only working on positions 2, 3 and 4 and never gies to 1 or shut down. It is always remains working.

If you have a mechanical a/c it doesnt go to one becouse they ues cable so it either was to tightend and when you go to turn it to one it just puts more resistance you need to take out the front panel and adjust the cable but its very hard to find the right length so i would just leave it how it is.
