Visual land prestige 13q stuck wanting previous Google account

I just picked up a Vistal Land Prestige 13q in the goodwill bins it had already been reset and I've tried resetting it 3 more times but it is stuck on wanting the previous Google account that was on it. I had found several windows programs for bypassing this however none of them will work with this brand. I even found an apk but nothing pops up to install it since the tablet isn't set up yet.
