Samsung Galaxy J4+ stuck in loop low battery screen.

My phone died and then when trying to get it to turn back on by plugging in the charger, after a couple of seconds it does the little vibrate-beep and then shows the low battery screen with the bolt on it, but when this happens, it shows for a couple of seconds, goes black (turns off) then 2-3 seconds later it comes back on and does it again, and it does this repetitively, You see also i hold down the power button, when I do this it shows the Samsung logo, then turns off, and then just turns back on to the low battery screen and continues doing it. It's almost like I plug in the charger, it shows the low battery, but then it's like it doesn't have enough battery or something so it then loops over and over. I have also held down the volume up and down button and it goes to the blue screen, but no matter what option I choose it will then just turn black and then do the repetitive thing again, one thing I noticed is that when I choose the option to restart the phone from the blue screen it will then constantly loop on and off to the Samsung logo instead, like it recognizes that it's trying to restart so it keeps looping the logo? I am mentioning it because it may be relevant because I said before that when I try charge it loops to the battery low screen, then when I hold down the power button it will show the Samsung logo once before then returning to the low battery screen with the bolt. But when I try specifically restart from the blue screen it will constantly loop the Samsung logo. Also I want it to be known that I have actually bought a new battery and replaced the battery and it does the same thing, I have also used a new charger wire and it also still does the same thing. So I'm not sure what the issue is, I have soem pretty important things on the phone that I need to get off, so it would be helpful if there's any fix to this that I could have help with? Also since I typed this after trying the blue screen it's now only looping the Samsung logo screen, even after I take the battery out and put it back in it is still looping the logo screen.
