Hi Michele,
We'll need the model number of your washer to be able to give you specific information, but it sounds very likely that your cold water solenoid is sticking open and needs to be replaced. That's basically a valve that can be electrically controlled and it appears to not be closing all the way when it's been used, at least that would be my best guess since that's exactly what controls letting water into the washer.
We can find the part number you'll need after we know the model number and possibly even locate instructions on how to replace it yourself.
