You could try to let it run completely empty so that it switches off, then charge it and switch it on again.
If that doesn't help, you could try to access the boot menu and clean the cache partition. And if that doesn't help, you can try a factory reset via the same menu.

Does it do this if you start the phone in safe mode?
Has the phone been dropped or gotten wet at all?
