I have an upright freezer that doesn't get even remotely cool. I've had it in garage for two years unplugged. was working when i moved it prior to unplugging it. Any help appreciated.

Is the light on inside the freezer compartment when you open the door? This is just to verify that there's power available at the freezer.

Is the compressor motor operating?

If not can you hear if the evaporator fan inside the compartment is running?

If neither the compressor and the fan are working and the light is working, then there may be a problem with either the defrost timer or the temp control thermostat as both control the power to the compressor and the fan.

Note: (The supplier links are only to show to location of the parts and one also has a video showing how to replace it. If a part is faulty, search online for the manufacturer's part number, (shown in link) to find other suppliers that may suit you better.

If the evap fan is working but not the compressor, then it may be a wiring problem to the compressor or a problem with the compressor itself. The wiring diagram linked below, mentions a "run capacitor" associated with the compressor but it is not mentioned as a separate part in any parts list that I've looked at. Check if there is one connected very close to the compressor itself. A faulty run capacitor can prevent the compressor from operating although you may hear it humm.

Here's the wiring diagram that may help. It's very basic but better than nothing.
