Refrigerator only cooling to 55 - 60 ° after electric outage.

Refrigerator only cooling to 60° after electric outage. Freezer items also thawing. Removed back panel and determined that fan was running constantly. Compressor is warm / hot but is not kicking into high noise level. Low steady sound which may be the compressor. No other noise heard. Cleaned coils but no change.

Many years (20 +) ago, had similar thing happen after electric outage. Vaguely remember replacing start relay and run capacitor. Trying to determine if it might be the start relay or the run capacitor again. How is it still cooling but only to 60°?
