@pablo88269 Have you tried replacing the battery?

Stupid sound but no, I don't know if I have to see the battery because it turns on the light but it doesn't turn on. It may be, but I forgot to comment that the lower casing, more specifically in the focus, which is on the right side under the horn or under the 3D button or the hinge, so to speak, is broken, that means that the upper screen cable It was left exposed and it could have been damaged and when my brother glued it it broke the screen and now if I glued it causing it to be crooked I discovered that when it came off again, I thought it could be that but I can't explain it since one day I tried it turn on and what I said in the question happened but the hinge was still stuck, that's why I don't know. but I'm going to get a screwdriver and I'm going to check the battery if any copper wire in there isn't damaged or if I don't change the battery. Thank you very much for the information and I look forward to another response from you.

There's this channel on YouTube known as "TronicsFix" who has done videos on the 3DS and from those videos it seems like the problem is generally an issue with the ribbon cable that goes from the display to the motherboard. These are pretty delicate and can wear out with excessive opening/closing. This would either require a new screen or a new ribbon cable.

Not sure if this will work, but it's worth a try. Download the latest Luma3DS, then copy boot.firm and boot.3dsx from the release zip to the root of your SD card. Pop the card back in the 3ds and try booting again

Thanks I'll try. It is only worth emphasizing that by checking the upper screen cable it looks twisted or even broken and it can be seen that it is a black cable

@pablo88269 Well that's a rather important detail lol, and most likely the problem. As far as I know, the black cable is for the camera, and damaging it could definitely cause this. Try replacing the camera (Nintendo 3DS Cameras Replacement)

The cables of the camera can do what does not turn on?

If there is a red light when you press the power, it means the battery is not charged. If it instead has a blue light, this is quite possibly a soft brick. Not to panic though, this can be fixed via a safe mode boot. Hold L + R + A + Dpad Up when you press the power button to boot into safe mode. This should show you an update software menu. Proceed with the installation, and you should be good to go.

The light is blue but the pressing of the buttons doesn't work. It seems to me that it's the battery or the upper LCD screen. thanks anyway for your support.
