Unable to install games after hard drive swap

I replaced the hard drive in my Xbox One S 1TB as the old one appeared to be failing. I used the tool from below link to remake a 500gb ready and downloaded the latest OSU1 to do an offline update. Everything appeared to work apart from it won't install the UK language pack or any games it just goes stopped installation but app's installed fine like YouTube and Netflix.
