Why is my phone stuck in not charging sign?

My huawei nova 3i is stuck in its not charging sign even if it is plugged in correctly with a working charger. I tried pressing the power button + high volume button but it didn’t work. Even if it is plugged in correctly it is still stuck in the not charging sign which results in it not opening.
