is the HP 14b ca0013dx chrome book have a separate wifi card? Also, is it possible to use a usb wifi?

Yes, this model does have a dedicated WiFi card on the internals. The Service Manual has all the details as to how to access it.
Chromebooks tend to have limited ability to connect peripherals. There may be some USB adapters that support WiFi connectivity on Chromebooks, but I have not seen any specifically.,
