My ps4 not turning on

hi everyone, i just bought a ps4 slim (CUH-2015A) recently. because my house had a power outage that day and when it came back I couldn't turn it on anymore, there was still a flashing blue light and the tv had no signal. I have tried many ways like: booting without hard drive, trying to enter safe mode but the control panel shuts down on 2nd beeps, trying another hdmi but they are all useless. Is this error due to power failure or internal apu? I hope it's a power failure because I can replace it myself (because where I live there are very few console users so no repairers or sony services), I used very little from purchase to failure total time I used it for less than 15 hours and I always put it away when I stop playing. Can I get any help, thank you very much.

Shutting down on 2nd beep tells us that this is a blue light of death. The first thing to try, you already tried by removing the hard drive. The next thing you want to try is swapping out the power supply. CUH-2015A uses ADP-160CR power supply.

yes, i turned it on without the hard drive, it didn't work, so it could be the power in the machine. but let me ask is my case is loosing electrical while in use leading to ps4 not being used, will it affect the apu or other circuits in the machine? (I didn't drop or damage anything on my ps4), as I've seen videos on youtube most of them say the error can be with the apu. Thanks you very much!

@Đạt Nguyễn Power outage can damage the PSU and hard drive. Meanwhile, hard drive and PSU are the first things to try to address a blue light of death. So your next step is to try a different power supply. If the replacement power supply doesn't work, then you can worry about the RAM or APU.
