Why won't the computer start?

Any sounds? Does the motherboard runs? Do you hear power supply unit working?
There may be many reasons:
- power supply is dead (if nothing happens after power-on)
- battery is dead
- chipset is dead
- memory is dead
- tarnished contacts (power is not supplied to motherboard at all, or not enough power for components)

replace battery, and it does not work--- hear not working tune;
hit option command R and P along with start button, and does not work--- hear not working tune,
also, green light comes on, but no screen picture, just the not working tune.

it is more possible that the video wire may be broken, or the VGA adapter is corrupted (try by AV cables if you connected it earlier via adapter). If not I would open the chassis and look for solder cracks. Ah sorry I didn't noticed you mentioned not working tune - focus on the hardware, skip video wires, I was wrong.
The first thing I would do is install an new 3.6 volt 1/2 aa Lithium PRAM battery.

good choice for 1st step - usually computers do not die if not used, but internal batteries runs out :)
