Why is it not updating past iOS 12.2
When ever I try to update it. It says it’s up to date. But shows a sign in general to update

Hi
There could be several reasons why it’s not updating but from what your saying it doesn’t seem to be communicating with apples severs
You can usually get around this issue by plugging it into iTunes or finder depending on the device as you can manually update it on the computer
If that doesn’t work I would try restoring it
