ps4 controller only works when the battery is disconnected

my ps4 controller only connects to my ps4 and my pc when the battery is disconnected. if the battery is connected the light bar just shows its charging but both the ps4 and pc dont detect it. if i try turning the controller on with the battery and not being connected by usb the light bar doers a single flash
