Monitor has vertical lines at start-up.

At the startup chime the display comes on with these vertical lines. As the boot-up continues the screen color changes indicating the system is running. I accessed the the diagnostic LEDs, all 4 are lit.

Do I need a replacement display or logic board?

Your display panel is damaged, you can prove that by hooking up an eternal display as the image on it will be clean. This is a common issue with the newer Thin series as the display is glued on so if you don't use the correct tools and techniques to remove it you can easily damage the display.

Yes, I believe you are correct. The trick in my situation was the external monitor would not actually work unless I disconnected the display panel from the logic board.
