Could this be why my Xbox One S is not powering on?

My Xbox One S which I have been using for years now as a home media center has stopped turning on. I decided to take a look inside and found scorch marks on the circuit board of the internal power supply. I think this is a pretty clear indication of the problem, but I wonder what could have caused this? I also will attach a picture of the fuse (F1 on the circuit board, I’m assuming this is the fuse?) which appears to be intact. Not 100% sure though since I’m not familiar with this type of fuse.

I have had this device and others connected to an APC surge protector, which I will admit is a bit older but a brand that I thought was reliable. Is it time for a new surge protector as well? I wouldn’t want to replace this power supply only to have the next one fail, I think the plastic case and clips of the Xbox will only survive one opening... Still, I would be surprised if it got hit with a surge and the fuse did not burn up. Does that usually happen?

Some additional information: I live in Florida, and we frequently have thunderstorms in the summer. Power flickering in our house is not uncommon either with our regional utility provider. We also changed internet providers recently and switched from a cable box to a streaming unit for TV. There is a possibility that I accidentally switched the power cords from our old cable box and the Xbox as I was disconnecting everything to return the cable box. I cannot remember whether the cable box used the same style connector. I wouldn’t think it would make a difference since it is a non-polar C7/8 (figure 8 style) connector that fits properly into the Xbox, and I’m fairly certain that I have used the Xbox once or twice since we made the switch. I’ll attach a picture of the cable as well in case anyone can confirm whether or not it is the correct OEM xbox cable.
