Unresponsive phone after charging from 0%

So the power in my neighborhood went out and I couldn’t charge my phone for 14 hours. When it hit 10%, I powered my phone off. hoping to charge it as soon as the power came back on. The power returned around 5 hours later, I assumed my phone drained completely at some point and immediately started charging my phone as soon as power came back on. It’s been about 45 minutes now and my phone is still unresponsive, what should I do?
