Sounds like your computer can't find the system that it want's to startup ... Try your Install dvd and restart holding down the option Key. you should abe able to see your harddrive's operating system choose it and let it boot up completely.. Then go to System preference / Startup Disk and make sure that your System is Chosen.. Restart and remove the Install DVD...If your Install DVD is the only option you have to startup your computer.. you might have to look at a new hard drive or reformatting and reinstalling the system...

This can also be caused by a corrupted system folder. Boot from the CD holding down the "C" key and start to install a system, a couple of screens later the pull down menu appears. Open "Disk Utility" and see if you can repair the drive. If you can see the drive and disk utilities doesn't fix it then try installing a new system. If you can't see the drive then you probably need to replace it. Can you tell me which G4 you have?

The menu bar will show on the second screen of the installer. Right after the select a language screen. Disk Utility is located in the Utilities menu off that bar.

Usually however, this is because of a fried drive, try as olsonm suggested to boot from your drive, but if you can't it's probably fried, and you should boot from your install dvd to check the drive. You may be able to do some salvaging, but you probably need to replace it and maybe run data recovery.
