How to test battery, charging port on mobile phone?

I’m looking to buy a device that can help me diagnosis of the battery on a smart phone is dead, or if it’s the charging port etc. I saw at a repair shop a device that looks like a usb hub with an LCD screen it’s plugged into regular power and the other end is the USB port. You can plug in any type of usb cable to this device and the other to the phone. It reads the voltage going through the phone. The guy at the shop wouldn’t let me get a closer look at this and wouldn’t tell me what it’s called. Hoping someone here can help me out.

There’s a few options for something like that on the market, I’ll attach a link for one of the ones I’ve used but generally speaking testing the amperage on charging isn’t the most reliable method for testing the battery as there’s several things that can effect that. With iPhones specifically there’s an app you can use for your computer called CoconutBattery that will tell you the exact health of your battery and I’d recommend that for this situation. Here’s an amperage meter I’ve used in the past and however I’d look around for other meters that might work better for you because there’s a lot of options out there.

A USB Ammeter is an invaluable tool for diagnosing battery or charge issues on iPhones. Techs use them all the time as you can at least see if the phone is drawing any current when you expect that it should. It doesn’t tell you everything but it should be in every tool kit if you are troubleshooting devices.

CoconutBattery (or 3uTools for Windows) is also great (and should also be in your toolkit) but only viable when you can boot into a phone. If the phone doesn’t boot, CCB or 3uT won’t see the device and won’t give you any information on the charge state.

This is a simple USB Ammeter, suitable for iPhones and iPads. If you need a USB-C connection (Android, newer MacBooks), then look at the one linked in Jesse’s answer.
