Vizio E-70 picture dims after one second

Hi, I have a Vizio E-70 tv. It powers on and the Vizio logo appears but then goes out after a second or so. I tested with a flashlight and have a picture. I opened the back and get a voltage reading spike at the LCD terminals on the board. When I hit power, the voltage spikes up to ~150 or so then drops fast down to 0. Is anyone familiar with an E700i-A3 board that can tell me what to check? I can buy new boards but I thought I'd ask here first in case it's a simple $2 part I can replace on the board. Thanks
