Ice maker not making ice

I have a Kenmore side-by-side fridge and freezer (model number 970-550134). Water dispenser works. The water line to the ice maker is not frozen, I have removed the tube to ensure this. The line is outside and runs up the back of the fridge.

Seems to me that the water inlet valve is working ok since it is sending water to the dispenser no issue. I have manually filled the ice maker to see if it functions and pops out the cubes when the water is sufficiently frozen, so far that hasn’t happened. Any help is appreciated!
