It depends on which model you have? For the A1708 model, I have found an I5 2.3 GHz 8GB, I5 2.3 GHz 16GB and a i7 2.5 8Gb; So no i7 16GB.

Personally I did exactly that swap. So yes - the i7 and 16Gb of RAM motherboard swap could work.
Will you be happy with such a swap, due to the “normal” expectation for your Mac to be much faster with such a specs change? Well, I really doubt it.
A1708 unfortunately is obsolete.
