My Saturn turns on but disc wont spin and their is no signal on Tv

I have a Saturn Mk-80000A and when I turn the Power on The Led comes on My Crt Flashes but then goes away immediately and the disk isn’t spinning. I tested the PSU and they are receiving the right voltage and I tried replacing the Battery.
