Printed pages often have rough texture and the ink if not dry

We have a HPD LaserJet 600 M601 in our office.  The printed pages often have a rough texture to the printing and at times and ink is not dry

Hi David.... toner is in powdered form....

what I suspect if you had changed to another / new printing cartridge, and the problem persists, you might have an issue with the printer fuser unit.
