Flash ROM apparently dead.

Hi all. I am looking at buying an iPhone 6 plus privately. It was upgraded to iOS 12 at which point the seller is saying the flash ROM has died/crashed and the phone now won't boot fully into IOS. Questions are:

1) is this common?

2) is there a fix and if so, is it complicated.

Thanks in advance.

yes there may be a fix... does the seller tell you it is jailbroken? does he get an error code? Sometimes stuck in boot loop is an easy fix, sometimes it's a brick. Ask for the error code and then we can give more accurate answer

Are you referring to an iPhone 6 Plus or an iPhone 6S Plus? Your question and product selection don’t match.

There is no Flash ROM in an iPhone. There is an EEPROM, and SDRAM and a NAND IC. If your seller can give you more precise information, then we can help you better. That said, none of these issues are trivial in nature and unless you have micro-soldering skills, I wouldn’t bother with this device. There are plenty of quality pre-owned devices out there, you don’t want to be saddled with a phone that has logic board issues such as this.
