Why is my lift gate stuck?

Liftgate on 2011 Chrysler Town and Country is stuck in the closed position. The motor tries to release the gate to open but does not open. Exterior handle does not work and key fobs do not work. Is there a way to manually open from the inside via a safety latch release?
