If it’s just a temporary solution to grab some files or make a backup what you’re looking for and you have an external keyboard available you might disconnect from the logic board both keyboard flat cable and battery connector. With that setup when you plug in the magsafe the Mac will boot by itself without the need for a power button.
If you’re looking for a long term solution, you’ll have to have the keyboard replaced, no other way out. By the way, I’ve experienced such issue quite a few times with water damaged keyboards..is that the case ?

You can boot up your mac while holding the option key. If your mac require a password you can use a external keyboard to type it, then try karabiner-elements application to lock the shift keys.

Is the shift key stuck down by a foreign object/substance? Or is the machine registering holding down a key even though you are not holding it down.
