repaired an ipad mini 2, had ghost touching for abit, now the ipad wont allow me to do anything, lcd works fine.
tried kapton tape on now as i hadnt put any on at first.
whats the issue?

On the iPad mini, ghost touching is usually related to the copper border surrounding the digitizer. this can be found on the LCD facing side of the digi. It's particularly important to cover the bottom sets of traces with Kapton tape. Higher quality replacement digi's usually have this tape already in place.

Now if all of this was done and you still have ghost touching, then you need to consider that perhaps the replacement digitizer you have is defective.

i have tried swiping the screen on just the lcd (i know it will leave a fingerprint) still nothing from the ipad, is it maybe the lcd? or would the screen not move if you only use the lcd?
The digitizer is in the glass screen, not the LCD. You really shouldn't touch the LCD as it can be hard to clean and the surface can scratch really easily.
