There's hundreds or even more of IC's inside a device.
I assume you are referring to the touch IC. Yes the original, refurbished screens use the OEM / original IC's while the aftermarket screens use the aftermarket IC's.
Edit: The touch ic is on the LCD flex ribbon cable while the 3d touch ic is behind the backlight of the screen.

FIY...that is the 3D Touch IC. The actual Touch IC (equivalent to Cumulus/Meson on the IP6) is on the flex.
