Where could I get just the touch bar?
Have chinease manufactures started making these yet? it would be a neat project to make a converter board and case for to use it with my imac.

It will be quite a while before the parts become available. I'm not sure if this part will be replaceable given the fact Apple only offers the full uppercase as a FRU. Sure, the part supplier could sell them out the back door.
As to putting it into your current system I think your dreaming a bit here ;-}

Not even the batteries are available from Taobao now, I guess it will take at least another 3 months.
Well it is unlikely for the battery to fail now anyway so I guess it makes sense no one is selling them even if there are supplies.

The only place for parts I've found is powerbookmedic, but those are used and some parts aren't for sale.

I doubt chinese manufacturers will ever make copies of these, mainly because there will be less demand for the part (unlike iPhone LCDs for example). The originals are only available in the upper case assembly at the moment as @danj said, but I imagine they will be available individually end of this year or next year.
In terms of making a controller board for this, I think it would be very unlikely you will be able to do this. I imagine this communicates with components on the logic board, which you will not be able to replicate (can't get schematics, but I imagine it probably talks to the SMC which will have custom software)
