I was actually having issues with the speakers but I could listen just fine with a headset before I decided to restart.
A blue screen flashed briefly followed by a launch start up repair or normal launch choices. Naturally I took the repair route and now I'm looking at a black screen with nothing but my cursor to look at and move around.
I wonder if this is normal and if it is, how long does it take?

The blue screen ( blue screen of death) means that the laptop suffers some hardware problem.
Did you had the time to make a screenshot or write down the info on the screen? In a BSOD is Always some info.
You sayed that you had no sound? it could be that. But it would not make a laptop refusing to start up.
Most of the time a BSOD appears you'll see problems at the main PCB or hard drive , ram ....
What you can do:
Do you have the info on the blue screen?
Did you tried to boot up in save mode or with a live cd?

The blue screen only showed for a few seconds at most. I wasn't able to screenshot it or take a picture.
Would it harm my laptop if I were to try restarting it again?
Before the sound problems though, my laptop worked just fine.

you can try to restart the laptop.
If its stuck again try to reinstall the OS.
You can try to launch the laptop with an live OS to recover docs etc..
If you get anBSOD again you need te repair the issue first. But like a sayed, its rare that a pc refuse to start up due to sound problems. Most of the time it will be a problem with ram, main board, hard dsik...
