I hav to 2 iPhone 5s one is iCloud locked and other screen broken.. Can I just use screen from iCloud locked phone to replace with other iPhone???

take note that you need to exchange also the home button since the fingerprint sensor is tied up to the logic board

yes! but home button needs to go with it. as your fingerprint is programed in. the fingerprint security wont work if using a different home button.. same applies if the home button is damaged. a new one would work but wouldn't take a fingerprint.
