My Phone Does not Turn on

I turn on the phone and I get the android screen saying: Downloading...

Do not turn off target!!

And it stayed like that without anything happening since yesterday.

Well... what happened is the battery ran out

So I put it to charge and turned it on. I get the same screen with nothing happening.

Can you please advise?
