When I hold the xbox button to turn it on, the button flashes normally.
After 4 or 5 flashes it just continues to flash slowly for about 10 seconds. It rotates and then flashes slowly again. And it continues to do this and wont connect.

Hit the sync button on the xbox console first, it should make the green ring around the power button flash just like the controller. Then power on your controller and hit the small sync button on the top of the controller near where the battery release button is.
