In Order To Download Pictures You Must Use Your Cellular Data. If Connected To Wifi Try Disconnecting. Make Sure Your Data Is On.

i still cannot send pictures or receive them as a message on my Blu studio 5. any other suggestions?

If it is a unlocked phone you have to change apn to match network
