When I turn on my first gen iPod touch I get the iTunes logo and a USB with arrow pointing toward the itunes logo. I can't get past this stage. I have rebooted it but can't even do a restore. I can't even get to the point where it asks for my PIN#. I did go to iTunes website with it plugged in to computer with no success.

You went to the iTunes website? Do you have the iTunes application installed on your computer? If your computer recognizes that there is a device then you may have to reformat it. But that will erase all the data on the iPod.
