Note II Black and White screen

My Note II phone started having an issue with powering down. When I would turn it off, it would auto restart. A few days after that; it stopped powering up properly. Now when I power it on, it has a screen with just black and white patterns across it. It does not do anything else besides this. Would a motherboard replacement correct this issue?? ..as I suspect the phone is pretty much bricked.
