flex cable is off (digitizer)

touch screen doesn't work upside.

I fond out that flex cable of front panel is out of　place.

I tried to stick it on panel.

but it doesn't work at all.

Please tell me Is it soldered or to adhere.

For this problem soldering is not a good answer, its best to replace the digitizer. But if you still want repaire this with out replacing then you need to connect the cable from the exact place where it came out from and make sure that all the contact from the cable is touching the digitizer then you can use silicon to paste it around the cable.

Try this it might work.
