What exactly does the digitizer do?

Would the digitizer cause the screen to lock up and restart?

My GT-N8013 is' I believe soft-bricked. I've attempted to restore it and I've come to the conclusion that there could be a hardware issue. It constantly re-boots , It'll start and allow me to have 10-30 Seconds of useability until it locks up and automatically re starts in a continuous loop.

The digitiser picks up where you put your finger on the screen, so if only the digitiser is broken you wont be able to do anything with the screen but you should be able to see the screen (unless the LCD is broken). Also it wont make you device restart. I think your device is in a boot loop.
