I purchased a new digitizer for a my ipad mini from ebay. after looking more closely at it I realized he is saying the ic chip Might be bad on it. how can I tell this before trying to use it in an installation?

You would need a bench tester, or install it to test it, you might try repair shops in your area and see if any of them have a tester.
