Unit not heating up.

Am following the boiler step by step guide. Checking the leads for voltage; there is none. However, when the steam button is on, there is voltage. Question; what is the diagnosis. I determine the boiler is not deficient. Could it be a switch, fuse, or thermostat? Please advise.

Check the boiler heating element for continuity as well as the fusible link attached to the top of it. If either is open that's your problem, and hopefully it's the fuse as that's much easier/cheaper to replace.
