Can you cut one set of wires?
My floor lamp has five arms resulting in 10 wires, can I cut one set of wires and cap (one arm has faulty base)?

Yes but you must cap/insulate each end of the pair you cut.

I can confirm previous answer.Its not necessary but if possible also is good to check for grounding,or short circuit..
