DanDan that looks like a failed graphics processor. My first step would be to change the main board. Schematics for most mainboards are not readily available so a repair could be tough. A reflow might get a temporary change but not a definite repair. Once you have your back cover off the TV post some pictures of it with your question. Lets see what the IC‘s look like
