Unfortunately AT&T or HTC won't help being that this item was purchased as is/used and most likely is damaged.  I would try to [http://community.htc.com/na/htc-forums/windows-phone/f/104/t/7776.aspx|Hard Reset] the HTC and see if that helps.  If not, check back here for further troubleshooting.
