First of all I'm assuming you tried doing a hard restart (Sleep/Wake button + Home button for 25 seconds). Plug it into your computer, create a backup, then restore from the backup. If this still doesn't work do a full restore without a backup.
I'm not sure what exactly happened to you (maybe a firmware bug or glitch) but this should fix it.
