First check to make sure charging port is not blocked by any debris and plug into supplied charger. If phone continues not charging try plugging into supplied charger and wiggling up and down it to see if charging pins are broken. Lastly try using a different charge to see if supplied charge has gone bad.
It could be a bad/damaged display or the connector is loose. You will have to open the phone to check the connection by fully unplugging it and properly reconnecting it. The application your trying to install is not compatible with your Android version. Find the requirements for the application and make sure it's compatible the current Android version installed on your Moto E.
