According to Apple, your battery should lose about 20% of its capacity at around 1000 cycles, so everything you’ve described is completely normal according to the manufacturer. The easiest fix would probably be to replace the battery in and of itself, it shouldn’t be I would recommend not constantly charging the battery, and letting it drain to 0% roughly once a week, to ensure the battery estimates are as accurate as they possible can be. Hey there Bill, I would completely uninstall the Touch Screen drivers through the device manager (Microsoft link here), as I suspect the issue is in relation to the drivers not being completely installed correctly. If after that reinstall, you are still experiencing the issues, I would manually download the most recent surface pro 4 touchscreen drivers from Microsoft and try again. Quick answer: I think its a software and not a hardware issue. Follow all of the steps in that Microsoft guide, as that will be the most reputable source in the repair.
