Hopefully this will be useful to someone since its been a few years since the original question, but the cuffs can definitely be replaced! I find that using fold over elastic is easiest. It's cheap, its sold on lots of colors (check Etsy if you want a specific color), and there are a bunch of tutorials about how to sew using fold over elastic. Hope it helps!
