Try booting into recovery by shutting down the computer and holding [command+R] during startup. Then repair the disk though Disk Utility.

I figured out That the problem was the RAM I installed new RAM from another computer i found and it booted perfectly.

You might want to go back to make sure this cable is attached/ un-damaged

iMac Intel 21.5" EMC 2428 Logic Board Replacement 31-07-17

i had this issue as well and i figured out that the wall to the right of the power supply was making it difficult to get the logic board back in place; i removed that plastic wall and made sure no cables were blocking the board and it went back in no problem.
